Government roadmap puts property qualifications centre stage

The government’s new Home Buying and Selling Reform Roadmap makes one thing clear: the property sector is moving towards higher standards, stronger professional expectations and, in time, mandatory qualifications for estate and letting agents. While the consultation on minimum qualifications is not due until 2027, the direction of travel is already set. 

For employers, that means this is not a moment to wait and see. Businesses that start building capability now will be better placed to respond when the rules tighten, while also strengthening service quality, confidence and credibility in the market. For learners, it is a clear signal that structured development and recognised qualifications will matter more than ever.

The roadmap also points towards a more consistent Code of Practice and clearer expectations for professionals working across the home buying and selling process. In practical terms, that means firms will need staff who are not only commercially capable, but who can also demonstrate the knowledge and professionalism expected in a more regulated sector.

We also offer the Sales Executive Level 4 programme, which can be attached either to the Propertymark Level 3 Residential Sales training pack and exams or the Level 4 Propertymark Management training pack and exams. That flexibility means employers can choose the route that best fits the role, the individual and the future shape of the business.
